Hlavními hrdiny je zdánlivě nesourodá trojice – staroměstský rychtář Jan, katovka a zběhlý student teologie. Městský kat, který se až příliš rád dívá na dno číše s vínem, se stane uprostřed noci svědkem vraždy. Pachatelem je neznámý muž v klobouku s pérem, podivnější ale je totožnost oběti – tou je kupec Pelech, který měl být před několika dny pohřben. Ještě než se stačí rychtář vydat po první stopě, dojde k další vraždám a loupeži na radnici. Naštěstí je tu rychtářův bystrý synovec Petr.
