Firstly, Jesus mentioned this phrase because it was God's will for Jesus to be baptized by John. Jesus was saying to John that they will be "fulfilling all righteousness" in the sense of doing what God wants—of doing the right thing. In other words, Jesus was saying to John, "We're going to do this because it is what God wants us to do". Jesus first words and action as rendered by Matthew revealed what Jesus' heart cry, passion, drive,meat(food) and desire as the son of man was "To do the will of His father" John 4:34. By this, Jesus the son of man gives mankind a perfect example of what our heart cry, passion, drive, meat(food) and desire is meant to be which is, "To do the will of His Father". Jesus chose to do this as the son of man to make mankind understand that we can do same. Man can do the will of God when He lives in and is led by Jesus who serves the Father perfectly.
