Den unga tyskan Erika Schwarze reser från Berlin till Stockholm i januari 1942 för att tjänstgöra på tyska legationens militära underrättelseavdelning. Inom kort kommer hon i kontakt med den svenska hemliga underrättelsetjänsten, C-byrån, som hon börjar samarbeta med. Hon blir svensk spion och får kodnamnet Onkel.
Schwarze medverkar till att C-byrån kan avslöja svenska naziagenter och hon förser underrättelsetjänsten med telegram i klartext så att koden för meddelanden mellan tyska legationen i Stockholm och Abwehr och Gestapo i Berlin hela tiden är aktuell. Men agerandet är inte riskfritt. Hon kan när som helst bli gripen av Gestapo. I september 1944 tvingas hon gå under jorden med hjälp av svensk säkerhetspolis.
