Nach der Ware-Krise versuchen Admiral Jonathan Archer und Sektion-31-Agent Trip Tucker beide, ihre Institutionen zu ändern, um weitere solche Tragödien zu verhindern. Archer drängt auf eine Nichteinmischungsdirektive der Sternenflotte, wird aber mit unerwartetem Widerstand von Verbündeten innerhalb der Flotte konfrontiert - sowie ungebetener Unterstützung von Widersachern, die die Föderation in vollständige Isolation treiben wollen.
