Madagascar's lost pirate utopia represents some of the first stirrings of Enlightenment political thought. When Thomas Jefferson became president in 1801, America faced a crisis. The new nation was deeply in debt and needed its economy to grow quickly, but its merchant ships were under attack. Pirates from North Africa's Barbary coast routinely captured American sailors and held them as slaves, demanding ransom and tribute payments far beyond what the new country could afford.

Dubbed the "pirate queen" by the Vatican and Spain's Philip II, Elizabeth I was feared and admired by her enemies. Extravagant, whimsical, and hot-tempered, Elizabeth was the epitome of power. Her visionary accomplishments were made possible by her daring merchants, gifted rapscallion adventurers, astronomer philosophers, and her stalwart Privy Council, including Sir William Cecil, Sir Francis Walsingham, and Sir Nicholas Bacon.
