Fue un periodo de expansión universitaria, guerrillas, proyectos muy caros y ambiciosos, de un gran acercamiento con Cuba y el Tercer Mundo, y de acogida a los refugiados del golpe militar chileno. Terminaría con una grave crisis económica y la sucesión al poder de un amigo suyo con poca experiencia política.
