After a harrowing three-day trek, the party arrives at Frostglen only to find a refugee camp of displaced citizens huddled together against the biting cold. They learn that a conspiracy is afoot, with the town's chieftain missing and a new tyrannical order in place. As they help the refugees, the group splits up to investigate, with one of their own getting drawn back into a shadowy criminal past.

Meanwhile, a mysterious message reveals a plot involving the town's mayor, Penderhaven. The party now realizes their own presence in this freezing wasteland is no coincidence. As they try to uncover the truth, a bloodied Captain Rhynn stumbles into the camp, forcing the group to confront a new, horrifying mystery.
