 Così, sia i giudici del Tar, sia quelli del Consiglio di Stato, definiscono non solo la scelta della location del centro commerciale, ma l’intero processo amministrativo e le decisioni prese all’interno di esso. Le sentenze sul Twenty sono un durissimo atto di accusa contro Provincia e Comune. I due enti vengono letteralmente demoliti per mancanza di trasparenza, arbitrarietà e pressapochismo. E il potere politico intanto ha nominato giudice del Tar il dirigente provinciale che ha seguito per l’avvocatura la causa Twenty.
