Bill Clinton, trying to look tough on crime in 1992, put him death as the governor of Arkansas. Erstwhile in interwar Switzerland, a boy born wrong was beyond control to the shame of his family. Institutionalized from age 8, by the time he was 21 he committed one of the most savage crimes against a child. The answer: a double lobotomy. Is it proper care for the hopelessly deranged? Or just a way to make them more manageable?
