تشكل ظاهرة الإدمان على المخدرات إشكالية اجتماعية وصحية رئيسية، إذ تحاول الدول والمنظمات الوطنية والدولية التقليل من تأثيرها عن طريق المجهودات القانونية والطبية والعمل الميداني. كما أن محاربة المخدرات والوقاية من سلوكات الإدمان تمثل تحديا حقيقيا على المستوى الوطني، خاصة في صفوف الناشئين. هذه الفئة، الأكثر هشاشة، غالبا ما تقدم على استهلاك المخدرات في مرحلة عمرية مبكرة.
