Missouri is heading to the national civics spotlight this fall, and it’s all thanks to a Kansas City-area teen with a sharp eye for public policy. Konnor Chipps, an eighth grader from the Ray-Pec School District, won the state’s first-ever Missouri Civics Bee with a proposal to improve MoDOT’s winter road maintenance.
His pitch—rooted in personal experience and backed by research on wages and federal funding—earned him a spot at the National Civics Bee in Washington, D.C. this November. Konnor tells about his idea, what inspired it, and how he’s preparing for the big stage.
