Teenage sleuths Frank and Joe, the sons of famous detective Fenton Hardy, are back with another mystery: tracking down a band of elusive smugglers who have set up operations in their seaside hometown of Bayport. When they provide their father with some clues about some occurrences at a vacant house, and the possible identities of the smugglers, he suddenly disappears. The local police are of no help in locating Fenton Hardy...it's up to Frank and Joe to discover what has happened to their father, and at the same time break up the international smuggling ring.

Frank and Joe Hardy drive to see the new Bayport Airport. Before even getting there the boys are almost run over by an airplane flown by the airmail pilot Giles Ducroy. As a result of the event, Ducroy loses his job, blames the boys, and then frames them for a mail robbery. Although the boys don’t have an alibi they are bailed out of jail by Mr. Applegate (from The Tower Treasure) and Mr. Jefferson (from The Mystery of Cabin Island). The Hardy boys overhear Ducroy and two other criminals planning a major robbery.

While riding in their homemade iceboat on the frozen surface of Barmet Bay, Frank and Joe Hardy and Chet Morton discuss their plans for the upcoming Christmas holiday break. They visit Cabin Island but a mysterious stranger chases them off the island. The boys are invited to the home of Elroy Jefferson, a man whose car they returned in The Shore Road Mystery. They overhear an argument between Jefferson, the owner of Cabin Island, and Hanleigh, who is trying to buy the island. Mr. Jefferson rewards the boys and grants them permission to use the cabin for Christmas

At their home in Bayport Frank, Joe, and Fenton, receive a visitor who informs them that Professor Morgan Todd from Kenworthy College has disappeared. At the time Fenton is working on security for a coastal radar station, which is under construction. The boys visit the college and are informed that the professor is away in Europe. However, the boys become suspicious, and their investigations lead them to Honeycomb Caves in Rockaway, where they uncover a plot to disrupt the operation of the radar station.

Shore Road has a bunch of auto thefts outside Bayport, home territory of the Hardy Boys, Frank and Joe. They find out that one of their friends, Jack Dodd and his father, have been accused of the thefts. This bothers the lads because they feel certain there has been a big mistake and they intend to do something about it. As a result of their intentions and investigation the Hardy Boys wind up helping in capture of the actual car thieves who had framed and kidnapped their friends.
