Dramaet udspiller sig i en lille norsk kystby, hvor lægen ved det netop opførte kurbad, Dr. Tomas Stockmann, får mistanke om, at badevandet er forurenet. Hans mistanke bliver bekræftet, da analysen af en vandprøve kommer med posten. Badevandet er sygdomsfremkaldende. Dr. Stockmann forventer, på baggrund af sin opdagelse, at blive mødt af hele byens taknemmelighed, men ikke alle er lige begejstrede for lægens afsløring.
