En pandemi har tagit över världen. Hanne Wilhelmsen, en legend inom polisen, är sedan länge pensionerad. Hon har levt isolerad i åratal. När Norge nu stängs ner vågar hon sig äntligen ut i den folktomma staden igen. Men bara efter mörkrets inbrott.

En brutal och svårstoppad våldsspiral Politikern Linda Bruseth dödas på öppen gata utanför en fullsatt uteservering i Oslo. Hon är i det närmaste okänd för allmänheten. När skottet faller är hon tillsammans med sin vän Selma Falck som skadas i armen. Utgångspunkten för såväl polisen som press är därför att det var Selma som var målet för attentatet. Men snart visar det sig att alla har fel.

Selma Falck vaknar naken i en brinnande stuga på kalfjället. Hon minns ingenting, hon vet inte var hon är eller hur hon kommit dit. Mörbultad och skadad lyckas hon ta sig ut och ser stugan brinna ner till grunden. Fjällvärlden är helt öde, inga hus och inte en människa i närheten. Temperaturen sjunker och en snöstorm är på väg in. Chanserna att överleva är små.

Selma Falck har förlorat allt. Sitt yrke, sin familj och sitt hem. Efter en karriär som elitidrottare och senare kändisadvokat bor hon nu i en sjabbig lägenhet med en katt som enda sällskap. Men hon är helt upptagen av något annat: en känd, främlingsfientlig bloggare har begått självmord, och Wilhelmsen vägrar acceptera att sanningen är så enkel.

Hanne Wilhelmsen får högst oväntat besök av sin gamla kollega Billy T. som hon inte haft kontakt med på många år. Just då skakas de omgivande kvarteren av en kraftig explosion. En islamisk samlingslokal har sprängts och tjugotre människor mist livet. En fundamentalistisk grupp säger sig stå bakom och skräcken hos Oslos invånare ökar för varje vecka som går, utan att polisen kommer närmare gärningsmännen. De verkar helt enkelt inte existera, vare sig i verkligheten eller på nätet.

Det är stekhet försommarvärme. Den värsta i mannaminne för Oslopolisen. Med tolv våldtäkter och flera olösta dråp tvingas kriminalinspektör Hanne Wilhelmsen åter konstatera att våldtäktsfallen inte blir prioriterade. Så sker inte heller när en 24-årig kvinna blir överfallen på väg in i sin lägenhet och därför utsätts för en hel natts övervåld. Det är först när polisen anar ett samband mellan detta fall och en serie makabra blodbad utan vare sig offer eller gärningsman som insatserna omprioriteras.
