Lighthouses are striking totems of our relationship to the sea. For many, they encapsulate a romantic vision of solitary homes amongst the waves, but their original purpose is much more utilitarian than that. Still today we depend upon their guiding lights for the safe passage of ships. Nowhere is this truer than in the rock lighthouses of Great Britain and Ireland, a ring of 19 towers built between 1811-1905, so called because they were constructed on desolate rock formations in the middle of the sea, and made of granite to withstand the power of its waves.

When Campbell & Clark, Scottish merchants based in India, dispatched an Indian ship hurriedly renamed the Sydney Cove to the colony of NSW in 1797, they were hoping to make their fortune. The ship's 'speculative' cargo included all kinds of products to entice the new colony's inhabitants, including 7,000 gallons of rum intended to be sold to the Rum Corp. But when the ship went down north of Van Diemen's Land, cargo master William Campbell and 16 other crew members decided to walk the 600 miles to Sydney Town to get help and rescue crew and cargo.

A century before Britain became involved in this terrible business, whole villages and towns in European countries were being depopulated by slavers, who transported the men, women, and children to Africa, where they were sold. This is the forgotten slave trade, one which saw over a million Christians forced into captivity in the Muslim world. Conflicts over specific rules lie at the heart of the disputes, which are about much more than sovereignty over islands and rocks in the South and East China Seas. Instead, the main contests concern the strategic maritime space associated with those islands. To consolidate control over this vital maritime space, China's leaders have begun to implement "China's law of the sea": building domestic legal institutions, bureaucratic organizations, and a naval and maritime law enforcement apparatus to establish China's preferred maritime rules on the water and in the diplomatic arena.
