1. Accept Extension Letter for Abbonizio Real Estate Partnership, 316 W. Church Road until September 12, 2025.
2. Township Building Master Plan: Approval of a Professional Services Agreement (PSA) in the amount of $55,000.00 with GKO Architects of Ambler, Pennsylvania to prepare a master plan and usage study for the Township Building, as recommended by the Director of Public Works.
3. Stormwater Permit Waiver Requests - 299 W. Valley Forge Road. Approval of waivers from Section 140-14. B(2)(a)[2][a] to permit a minimum basin floor slope of 2%, Section 140-14. B(2)(a)[2][b] detention basin berm with a top width less than 10-feet and Section 140-15. B(2)(c) minimum allowable pipe size
for stormwater conveyance is 15 inches, as calculated by the Township Engineer and as recommended by the Director of Public Works.
4. Financial Escrow Security Release No. 5 (Final) - Stonebrook at Upper Merion - Phase 1, Toll Mid-Atlantic LP Company, Inc., 232 N. Henderson Road. Approval of Escrow Release No. 5 in the amount of $432,391.60 for the completion of required site improvements to date as part of the Land Development project as recommended by the Township Engineer.
5. Financial Escrow Release #1 - Mancill Mill Road Company, Phase 2 - River Trail at Valley Forge. Approval of Phase 2 escrow release #1 in the amount of $1,144,467.50 for the completion of required site improvements to date as part of the land development project as recommended by the Township Engineer.
6. Financial Escrow Release #1 - Top Golf Entertainment and Restaurant Facility- Approval of an escrow release in the amount of $4,501 ,603.25 the completion of required site improvements to date as part of the land development project as recommended by the Township Engineer.
7. Resolution 2025-23 - Agreement with Chester Valley Deer Management Association to provide deer management services.
8. Consideration of Business Tax Appeal Settlement: Approval of a Business Tax Appeal settlements in the amount of $905.51 for the year 2022 and $883.41 for the year 2024.

1. Resolution 2025-19 – Adopt initiatives to be recognized as a Pennsylvania Audubon Council Bird Town Pennsylvania.
2. Police Pension Plan Investment Rate of Return. Approval of the Township’s Actuary’s recommendation to reduce the current plan investment rate of return to 7.25% and as recommended by the Pension Advisory Board.
3. Consideration of a Business Tax Appeal Settlement. Approval of a Business Tax Appeal in the amount of $3,113.00 for the years 2019, 2020 and 2024.
4. Resolution 2025-20 – Disposition of Township Vehicles to J.J. Kane Auctions of Plymouth Meeting for an estimated sale value of $18,900.00.
5. Neuman & Associates Consulting Agreement – Approval of a six (6) month agreement (7/2025-12/2025) with Neuman & Associates for consulting services related to multi-purpose sports and entertainment facilities in the Township in accordance with the terms outlined in the letter of agreement.
6. Appointment of Nixon Peabody, LLP., as special counsel to the Board of Supervisors per their proposal dated June 18, 2025 as recommended by the Township Manager.
7. Moore Road Multimodal Trail Traffic Study & Design Development Project: Approval for the KOP-BID to advertise and conduct a request for proposals of professional design services for the Moore Road Multimodal Trail.
8. Recharge Park Construction Project: Approval for the KOP-BID to advertise and conduct a request for proposals to construct Recharge Park on First Avenue in Moore Park.
9. Authorization to Purchase – Authorization to purchase the following vehicles through any State or Competitive Bidding Contract utilizing funds from the Fire Apparatus Fund.

Approval of an agreement between Jefferson Einstein Montgomery Hospital and Upper Merion Township for the Jefferson and Upper Merion for the co-establishment and operation of a Mobile Stroke Unit in the Township as outlined in said Agreement subject to the approval of the final form and function of the agreement by the Township Solicitor.
2. Mobile Stroke Unit Garage Agreement – Jefferson Einstein Montgomery Hospital. Approval of an agreement between Jefferson Einstein Montgomery Hospital, Upper Merion Township and the King of Prussia Volunteer Fire Company for the lease of a portion of the KOP Fire Station on Allendale Road for the housing of the Mobile Stroke Unit ambulance as out outlined in said agreement and subject to the approval of the final form and function of the agreement by the township Solicitor.
3. Consideration of a Business Tax Appeal Settlement – Heartland Foods, LLC. Approval of a Business Tax Appeal submitted by Heartland Foods, LLC, 3000 Valley Forge Circle, King of Prussia, PA 19406 for the penalty and interest in the amount of $164.92 for the tax year 2024.
4. Deputy Tax Collector Approval – To approve the appointment of Martin Sheenan by the Upper Merion Tax Collector as Deputy Tax Collector pursuant to the PA Local Tax Collection Law.
5. Resolution 2025-12 – Appointing Lieutenant Christopher Dolga as Emergency Management Coordinator.
