海辺の町で暮らす三浦紫郎は、早くに両親を海難事故で亡くした小学６年生。大潮の日に、ある岩に耳を近づけると、誰かがつぶやくような不思議な音が聞こえるので、紫郎は「つぶやき岩」と名付けていた。
ある大潮の日、いつものように岩のつぶやきを聞いていると、岬の断崖に黒い顔をした老人が立っているのを見つけた。祖父によると、戦時中、岬には地下要塞が掘られていて、大量の金塊が隠されているという噂があり、それを探す“金塊亡者”が時折出没するらしい。
紫郎は担任の小林恵子やその弟・晴雄の協力を得て岬の秘密を探ろうとするが、その矢先に晴雄が殺されかけ、恵子の自宅が荒らされる。さらに紫郎自身も、何者かに命を狙われてしまう。
