Frankfurt im Mai 1967: Als im Main eine Leiche angespült wird, übernimmt Kommissar Preusser die Ermittlungen. Der Tote ist ein junger amerikanischer Reporter, der über die Auschwitzprozesse berichten wollte. Damit bekommt der Fall eine politische Dimension. Am liebsten möchte man ihn daher als schlichten Raubmord behandeln, doch Preusser zweifelt daran. Offenbar suchte der Amerikaner Akten über jüdische Kinder, die während des Krieges an Parteibonzen vermittelt wurden. Als eine Frau, die mit einem SS-Mann verheiratet war, ermordet wird, glaubt Preusser auf der richtigen Spur zu sein.
