Frankfurt, 1968: Die Stadt wird von Studentenunruhen erschüttert. Ausgerechnet während seine Tochter sich den rebellierenden Studenten anschließen will, muss Kommissar Preusser einen komplizierten Mordfall lösen. Der Textilkaufmann Gustav Roth wurde entführt und ein Mitarbeiter getötet. Eine Lösegeldübergabe scheitert. Wenig später wird auch Roths Leiche gefunden. War die Entführung nur vorgetäuscht? Preusser findet Hinweise, dass der Ermordete Kontakte in die DDR hatte und ins Visier von Geheimdiensten geraten war.
