William M. Epstein is the author of eleven books and many articles in scholarly journals. The core themes address inequality, the theory of social and policy decision making, and the effectiveness of social welfare programs. His work traces back to broadly held social values rather than conspiracies of elites, business, government, or hidden forces of evil. Embedded American preferences account for the culture's many cruelties and inadequacies. In addition to teaching social welfare at United States universities and one in Hong Kong, he worked as a community organizer, consultant, researcher, and administrator for the United States Public Health Service, the governor's office of the State of Mississippi, the National Academy of Sciences and social welfare organizations.
