Tom Wither is a graduate of the University of Maryland’s Graduate School of Management and Technology, an intelligence professional with more than thirty-seven years of experience, and a cyber-systems professional with more than twenty years of experience. A veteran of the 1991 Persian Gulf War, he provided time-critical information to the Joint Rescue Coordination Center, which led to the safe extraction of downed allied airborne personnel and location data that resulted in the destruction of 25 strategic targets. As a thirty-year affiliate of the National Security Agency, Tom worked directly with varied elements of the intelligence community, including the Defense Advanced Research Projects Agency, and other Under Secretary of Defense for Intelligence managed special activities. Tom has led signals intelligence analytic teams of more than eighty people to provide tailored intelligence to information and space operations programs valued at more than 60 Billion dollars across multiple geographic regions. His leadership guided intelligence production efforts that drove improvements for the F-22 weapon system and contributed to Joint Task Force – Operation INHERENT RESOLVE operations to counter the Islamic State of Iraq and ash-Sham (ISIS) with non-kinetic capabilities. Tom has also led the design, installation, operations, and risk management framework security process for unique signals intelligence and telecommunications systems supporting U.S. Air Force and U.S. Space Force operational and intelligence needs. His awards include the Outstanding Civilian Career Service Award, the Air Force Exemplary Civilian Service Award, the Air Force Civilian Achievement Award, the Meritorious Service Medal, the Air Force Commendation Medal (2OLC), the Air Force Achievement Medal (2OLC), and the Southwest Asia Campaign Medal (w/3 Campaign Stars).
