Sebastian Saviano is an author and independent scholar whose work examines power, institutional trust, and the ways complex systems shape modern society. Drawing on political theory, history, and the philosophy of social science, he explores how institutions acquire authority, why public confidence in them erodes, and how responsibility changes as technology and power become increasingly interconnected.

He is the author of I, System: AI Describes Its Power, Its Limits, and the Civilization That Built It (2026), an examination of artificial intelligence, its capabilities and limitations, and the human institutions responsible for its growing influence. His research in AI governance extends these questions to agency, institutional reliance, and accountability.

Saviano is also the author of The Allegiance Paradox: Beyond the Law (2025) and Legitimate Distrust: Why Conspiracy Theories Grow When Institutions Fail (2026), the first two volumes of The Collapse of Trust, a four-part inquiry into citizenship, institutional legitimacy, and the erosion of public confidence. His earlier books, America's Cigar Story and Smoke & Oak, explore American cultural history through the industries, traditions, and political economies of cigars and whiskey.

Saviano pursued doctoral studies at Georgetown University, where his work focused on political theory, complexity, and the philosophy of social science. He also lectured in Georgetown's Science, Technology and International Affairs program. Earlier in his career, he worked in U.S. government and later as a political and international consultant across the partisan spectrum. These experiences inform his continuing examination of institutional power, political systems, and the relationship between authority and public trust.
