Lebede Ngartera, PhD, is a mathematician, artificial intelligence researcher, author, and founder of TeraSystemsAI LLC, a Pennsylvania-based research and engineering company focused on trustworthy AI and high-stakes decision systems.

His work examines how artificial intelligence can strengthen human capability, professional judgment, education, scientific research, and institutional resilience without creating excessive dependence or weakening accountability.

Before founding TeraSystemsAI, he taught mathematics at the university level. He has published peer-reviewed research in machine learning, Bayesian neural networks, retrieval-augmented generation, healthcare AI, autonomous systems, scam detection, and applied optimization.

He is the author of Capable Without AI, Stronger With It: How America Can Preserve Human Intelligence in the Age of Artificial Intelligence. The book presents a Human Capability Doctrine for the AI era and introduces frameworks including the Capability Floor, the Dependency Gap, Net Human Development, degraded-mode readiness, and human-developing AI.

Across his research, writing, and engineering work, his central principle is clear: advanced technology should expand what people and institutions can accomplish while preserving their ability to reason, verify, decide, govern, and act independently.
