Hugh T. Dugan served in the National Security Council as Special Assistant to the President and Senior Director for International Organization Affairs. There he managed US foreign policy interests throughout the United Nations System and other international entities on matters of peace and security, economic and social development, and human rights. Prior to that he served as senior adviser to eleven US Permanent Representatives to the United Nations and as US Delegate to the United Nations, a record twenty-six years (1989-2015). He developed effective, strategic US participation at the UN where he negotiated thousands of resolutions on peace and security, development, human rights, and UN oversight during the post-Soviet period. He led multi-year action on the most significant UN reform to date (2000), satisfying B payment of US arrears and recurring taxpayer savings under Helms-Biden legislation. Among related roles, he served as US representative to the UN Peacebuilding Commission, as senior fellow to the Senate Foreign Relations Committee post-911, and as manager of all US elections to UN membership bodies and expert on the selection process of the UN Secretary-General. He taught at the graduate level at Seton Hall University's School of Diplomacy and has become a familiar commentator on major media. Mr. Dugan earned degrees and honors from the School of Foreign Service at Georgetown University (BSFS), the Fletcher School of Law and Diplomacy (MALD), the Wharton School of Business (MBA); and the International Olympic Academy (Olympia, Greece).
