Born in England. Childhood in Central Africa. Attended Universities in England leading to MBA and PhD. Worked for Unilever and IBM (briefly) before venturing out. Career in development - especially Africa and Former Soviet Union but also South and South East Asia and Caribbean. Taught development studies at Bradford University England. Lived medium term in Tanzania, Nepal and Belarus. Staff member at Commonwealth Secretariat, IFC and World Bank (1987 to 2001). Now director of a consulting firm in US/UK. Has published papers on development issues (aid, migration, small enterprise development); wrote "Reforming the World Bank: twenty years of trial - and error'. (Cambridge University Press, 2009) prior to his current book: 'development without aid'.
