Dr. Arthur F. Manfredi, Jr. had an extensive career in research and analysis on S&T issues for several US Government intelligence offices—including the Central Intelligence Agency, the National Security Council, the National Intelligence Council, and the Office of the National Counterintelligence Executive. Dr. Manfredi organized, supported, and participated in numerous S&T-related projects for the Intelligence Community. Dr. Manfredi’s work was devoted to technical and policy analysis. He undertook and managed numerous research projects, many of which integrated external analysis into final products. In addition to his numerous publications, he managed large external efforts related to military S&T, Net Technical Assessment, ballistic missiles, space systems, and advanced conventional weapons. He managed the production of NIEs, staffed Presidential Decision Directives, and chaired numerous working groups and study panels.
