For many people, corruption is a sound bite on the evening news. The reality is that corruption is more akin to a parasite, slowly drawing the lifeblood from a society. In Corruption in the Twenty-First Century, author Vincent E. Green shares firsthand insight into the effects of corruption and shows how it is not a victimless crime.

There is no more noble profession in any society formed by man, than serving the people. There is no greater human responsibility or undertaking than civil, thoughtful and unbiased enforcement of the laws of the land. What you are about to read is a follow-up to the first edition of this publication entitled Who Rigged the Bids: Combatting Procurement Fraud in the City of Brotherly Love. The first edition was undertaken after a series of training seminars for the city of Philadelphia’s housing authority’s office of audit and compliance (OCA). This publication restates and expands upon the need to zero in on a specific type of corruption: that being bid rigging.

As this and his previous works demonstrate, Vinny’s life has been devoted to family and the demise of corruption, this particular work delves into Vinny’s formative years growing up in the Bayview Housing Projects of Canarsie, Brooklyn, as a member of an African American family living in a predominately white housing development, which offered a well-stocked feeding trough in both hardy and at times, difficult to swallow formative meals in the nurturing and maturing of a corruption fighter.
