เรื่องเริ่มต้นที่เจ้าหญิงเงือกน้อย หลงรักเจ้าชายรูปงาม จึงไปขอพรจากนางแม่มด ให้ตัวเองมีขา เพื่อจะได้อยู่เคียงข้างเจ้าชาย หลังดื่มน้ำยาเปลี่ยนร่าง เสียงของเธอหายไป และถูกนางแม่มดตัดลิ้น
