  • Terry Ryan- CEO of the Boise-based education nonprofit Bluum and Board

    Terry Ryan is the CEO of the Boise-based education nonprofit Bluum and Board Chair of the Idaho Charter School Network. He leads efforts to double the number of students in Idaho’s high-performing public charter schools and oversees Bluum’s strategic and operational activities, including overseeing an $8,63 million annual budget. He coordinates all activities with key partners like the J.A. & Kathryn Albertson Family Foundation, the U.S. Department of Education, and many Idaho public charter schools.

    Terry is responsible for Idaho’s $25 million federal Charter School Program (CSP) grant, which is Idaho’s second CSP grant managed by Bluum. Before Idaho, he was Vice-President for Ohio Programs and Policy at the Thomas B. Fordham Institute from 2001 to 2013. He began his education career as a teacher in Poland and worked with the Polish Ministry of Education on civic education issues. In the 1990s, he served as research director for the UK-based 21st Century Learning Initiative.

    He has served on various educational councils, task forces and boards, including Idaho Governor Brad Little’s “Our Kids, Idaho’s Future” education task force and the National Alliance for Public Charter Schools Policy Advisory Council, the CAEP Commission and the boards of GEM Prep Innovation Schools and American Classical Schools of Idaho. Terry is a published author, has been a research fellow at the Hoover Institution, and a 2008 Aspen Institute/Pahara Fellow.

  • Brandon D Woolf- Idaho's 21st State Controller

    Brandon D Woolf, Idaho's 21st State Controller, grew up on a dairy farm in Preston, Idaho, graduated from Utah State University with a Bachelor of Arts in Political Science and earned a Master of Business Administration from Boise State University.

    Mr. Woolf was appointed to fill the remainder of his predecessor’s term in 2012 and confirmed as State Controller by a unanimous vote of the Idaho State Senate. He was subsequently elected by the people of Idaho to a full term of office in 2014 and was reelected in 2018 and 2022.

    As State Controller, Mr. Woolf is responsible for accounting for all state expenditures by providing accounting services to state agencies, processing payroll for approximately 25,000 state employees, and operating the state’s largest data center. Additionally, he serves on the Idaho Board of Land Commissioners, as Secretary to the Idaho Board of Examiners, and on other state boards and commissions.

    Hallmarks of Mr. Woolf’s administration include initiatives to improve government transparency, efforts to increase efficiency and reduce costs via the consolidation of state IT infrastructure services and work to modernize the delivery of the accounting and payroll services provided by the State Controller’s Office. As the state’s chief fiscal officer, Mr. Woolf is committed to ensuring every cent of the taxpayers’ money is fully accounted for in accordance with the law.

    Mr. Woolf and his wife Janalee have three children, are active in their church, and volunteer with a variety of community and political organizations.

  • Robert Gilles Council Member Eagle Idaho

    Idaho Tough on Crime

    My name is Robert Gillis. I am 54 years old, and have been married to my wife and best friend for sixteen outstanding years. Together, we are raising three incredible children, two who currently attend Boise State University, and one who just began her journey as a freshman in high school. Our family is deeply rooted in this community, and we truly love calling Eagle our home. We bought a home in the Treasure Valley in 2018, and moved to Eagle in early 2020.

    Service has always been at the heart of who I am. I currently serve as the President of Idaho Tough On Crime, where we have volunteered/worked alongside state legislators and law enforcement professionals on law-and-order legislation. I have authored and supported legislation in our state, and have routinely testified in front of various Idaho House and Senate Committees. I am also a Board Member with CrimeStoppers of Idaho, and a peer support team member for Courageous Survival, which is an organization that connects first responders, military veterans, and their families with vital mental health resources.

    Before stepping into these roles, I was dedicated to my twenty-five year career in law enforcement. I worked the majority of my career in our criminal street gang unit, working weapons cases, narcotics cases, violent assault cases, and organized crime. I also worked on some public corruption cases, completed Homicide Investigators School, Gang Investigators School, and Behavioral Analysis Training with the FBI at UCLA. Subsequently, I was assigned to two separate federal task forces with the FBI and DEA, and I was also assigned to a state organized crime task force. During those assignments I was certified to author wiretap warrants, and monitored wiretaps of suspects in our cases.

    I was also assigned a collateral duty on our agency's Emergency Operations Bureau Incident Management Team One for almost eleven years. As part of that assignment, I routinely completed Federal Emergency Management Agency certification and training. As a result of that collateral assignment, I deployed to many large scale brush fires, flooding events, and events of civil unrest. I received many commendations throughout my career for exemplary performance from our department executives, other agency chiefs, mayors, and city council members. More specifically, I was awarded two very coveted Distinguished Service Awards and Medals, along with a Commendable Restraint Award for an incident I was involved in with an armed suicidal subject, where I was able to avoid shooting him by using sound tactical communications skills.I eventually retired at the rank of Sergeant, after serving my last eight plus years in that capacity.

    Prior to my career in law enforcement, I spent more than five years in emergency medical services. While my law enforcement and medical professional careers have come to a close, my commitment to public service has not.

    I remain dedicated to giving back to our community, staying involved, and helping to lead with integrity and heart. Eagle is our home, and I am committed to working hard to ensure it remains one of the best places in Idaho for families to live, work, and thrive!
