In episode 56, Dr Mandy Haeburn-Little is joined by Chief Superintendent Joseph Anthony, Head of the National Cyber Crime Team and National Police Chiefs' Council Lead for Fraud & Cyber Protect. Joe recently took up his new position at City of London Police, so Mandy was keen to meet him and learn more about the role and his vision.
Joe begins by sharing his excitement and sense of privilege in taking on this role. He also appreciates the enormity of the challenge, acknowledging that cybercrime causes enormous harm to individuals, businesses, and public services, describing it as "one of the defining safety challenges of our time". He also believes his previous experience will be valuable in the new role, and that his passion for understanding digital data and technology, and how they can improve community outcomes, will help. On the scale of the role, he outlines its breadth, including overseeing cybercrime capability across police forces and ROCUs, national funding activities to pursue offenders, preventing reoffending, and protecting and preparing communities to avoid becoming victims of cybercrime. But he is keen to point out the ultimate focus is prevention. His priority will be building local cybercrime capability; working closely with government to develop legislation and policy; expanding prevention work with partners; and forging strategic public-private partnerships to unlock expertise and expand reach. He explains that developing the online serious organised crime capability must focus on understanding and disrupting organised serious crime activity, including the dark web, criminal marketplace analysis, criminal network analysis, and crypto asset opportunities, and on sharing intelligence with industry partners. The conversation then moves to the National Ambassador Programme; he believes that working together we can achieve so much more. He acknowledges that the National Ambassador network provides access to expertise, innovation, influence, and agility, and can move quickly to reach hundreds of thousands of customers and suppliers they engage with daily. So, combining policing's intelligence, prevention messaging, and public safety expertise with everything the National Ambassadors can offer makes it a truly remarkable programme. Joe explains his 'So what?' approach and why it helps focus on impact rather than simply reporting activity. He talks about the need to evidence behavioural change and why we need to analyse the data to highlight gaps and identify where improvements are needed. To conclude the conversation, Joe expresses his excitement about the Cyber PATH programme. He sees equal value for businesses and students: SMEs can benefit from fully funded technical services. In contrast, students gain technical and personal skills, while the economy benefits from a robust cyber talent pipeline.
