Emma Klar, verdeckte Ermittlerin in Wismar, hat sich länger mit einem geheimen Netzwerk beschäftigt, zu dem auch Paul Reiter gehört. Als dessen Leiche in einem Waldstück gefunden wird, glaubt Emma einen neuen Ansatzpunkt zu haben. Doch die Todesursache ist nicht eindeutig – Reiter könnte auch Suizid begangen haben. Bald wird jedoch eine zweite Leiche gefunden. Am Strand von Graal Müritz ist ein Mann offenbar erfroren. Auch dieser Tote ist der Polizei nicht unbekannt, sondern stand im Verdacht, ein junges Mädchen erst missbraucht, dann ermordet zu haben.
