Summary
In the mid-21st century, UN Power is constructing solar power satellites in its lunar colonies. Aria arrives on the moon to become the first magistrate appointed there and soon sees hints of an underground movement, the "Coven", that opposes remote rule from Earth. UN Security fears labor unrest about working conditions, but the Coven’s plan is much more ambitious than anyone could have imagined.
