Sommeren er slut, og Storm og Anton skal starte i 4. klasse og have ny klasselærer. Hun hedder Vigga. Og hun er en vaskeægte heks, påstår Anton. Vigga har ganske rigtigt et stort magisk smykke om halsen, som hun har arvet fra sin far, der var sømand. Smykket hedder Orkanens øje, og gennem det kan man få ting til at ske og ønsker til at gå i opfyldelse. Sådan et smykke kunne Storm og Anton godt tænke sig. De har nemlig hårdt brug for superkræfter, nu da de har fået klasseværelse ved siden af de store drenge, der gør alt hvad de kan for at gøre livet surt for dem.
