In questo quadro la legge 149, approvata due mesi prima della fine della legislatura, ha segnato una preoccupante inversione di tendenza. Le nuove regole sono assai più elastiche sui requisiti per adottare, mentre sono assai più rigide per dichiarare l'adottabilità di un bambino.
