Ein arbeitsloser Schneidergeselle aus Seldwyla, Wenzel Strapinski, wird im Nachbarstädtchen Goldach irrtümlich für einen polnischen Grafen gehalten. Das verträumte Schneiderlein fördert das für ihn märchenhafte Missverständnis zwar nicht von sich aus, hat aber auch nicht den Mut, es aufzuklären. Die Liebe zur Amtstochter Nettchen verführt ihn schließlich dazu, aus dem Irrtum der Goldacher Bürger seinen Vorteil zu ziehen. Beim Verlobungsfest des Kostümgrafen Wenzel mit Nettchen schicken die Bürger seiner Heimatstadt Seldwyla eine Abordnung, die Wenzels Maskerade mit Hilfe einer Pantomime über das Wortspiel "Leute machen Kleider - Kleider machen Leute" entlarven. Wenzel flieht in die Winternacht, seine Verlobte aber eilt ihm nach.
