Als der Ingenieur Claus Elsenbeck von einer Eisenbahngesellschaft konsultiert wird, wittert er seine große Chance: Er soll in einer abgelegenen Schlucht ein Moor trockenlegen, damit dort eine Bahnstrecke gebaut werden kann.
