Der Hofstaat des Perserkönigs Xerxes wartet sehnsüchtig auf die Nachricht vom Feldzug gegen die Griechen, da die Mutter von Xerxes, Atossa, schwere Albträume hat. Vorab erklärt der Chor den Unterschied zwischen den Persern und den Griechen. Endlich kommt ein Bote und überbringt die düstere Nachricht, dass die bis dahin unschlagbare Armee der Perser eine schwere Niederlage erleiden musste. Xerxes sei aber wohlauf. Daraufhin wird der Geist des verstorbenen Königs Dareios gerufen und um Rat gefragt. Dareios kennt den Grund für die Niederlage: Xerxes hat mit dem Feldzug gegen die Griechen die Götter beleidigt. Abschließend klagt der heruntergekommene Xerxes mit dem Chor.
