Hauptkommissar Tom Perlinger und seine Freundin Christl nehmen an der Verleihung der Goldenen Bürgermedaille im Kaisersaal der Münchner Residenz teil, als Tom zu einem Einsatz gerufen wird. Im Köglmühlbach mäandert ein lebloser Körper vor der Staatskanzlei. Wenige Meter weiter, vor dem Japanischen Teehaus im Englischen Garten, wird eine zweite Leiche gefunden. Bei den beiden Toten handelt es sich um den exzentrischen Louis von Schönfeld, der auch der "Märchenkönig" genannt wurde, und seinen Psychiater Siegmund Berg.
