Trudy Sopp is the author of "The Public Sector Leader’s Playbook: Avoiding Missteps in an Unforgiving Arena" and the Founder of The Centre for Organization Effectiveness. Established in 1993, The Centre is a California Joint Powers Authority providing innovative management programs, forums, and organization development interventions for public, non-profit, and private organizations. Trudy has been a Lecturer on “Ethical Decision Making in Business,” in the Fowler College of Business at San Diego State University from 2014-2025. Since founding The Centre, Trudy has consulted throughout California, to over 200 state and local elected officials, 100 city managers, county administrators and CEOs, 40 different boards and commissions, and several hundred management groups, in local and state agencies, cities, counties, healthcare organizations, water agencies, non-profit agencies, educational institutions, and small, local businesses. Trudy has coached these organizations through their organizational transitions, the leadership requirements of their positions, and numerous critical decisions. Consulting to elected officials is a unique contribution of Trudy’s work. In addition, she has facilitated leadership programs throughout the State of California and instructed over 3,500 management participants. Prior to her work with The Centre, Trudy was the Manager of the City of San Diego’s Organization Effectiveness Program (1983-1993) and the award-winning Diversity Commitment. These change efforts received recognition from the League of California Cities, Rutgers University Productivity Council, and the San Diego Business Journal. Frequently a keynote speaker at professional conferences such as IPMA, League of Cities, ASTD, SHRM, State Retirement Administrators, ICMA, State Municipal Finance Officers, and State and National Housing Associations, Trudy’s presentation topics include: “Pitfalls to Avoid in the City Management Profession”; “Navigating Organizational Power and Politics”; “Generational Differences in the Workplace”; “The Importance of Systems Thinking”; “Executive Protocol “; “A Model of Board Governance”. As a TalentSmart certified trainer, Trudy also presents on the topic of “Emotional Intelligence”. Trudy has co-authored articles over the course of her career in "Western City" magazine, SHRM’s "HR Magazine," ICMA’s book, "Creative Personnel Practices," and the "National Civic Review." Trudy received her Ph.D. (’82) and Master of Arts (’76) in Sociology in Education, from the University of Toronto, Ontario Institute for Studies in Education (OISE). She specialized in managing change and organizational intervention strategies. She currently serves as an Alumni Ambassador for OISE and is a member of the King’s College Presidential Circle.
