Ambassador Carmen G. Cantor served in the United States Government for more than 34 years until her retirement in January of 2025. She most recently worked as the Assistant Secretary for Insular and International Affairs at the U.S. Department of the Interior where she oversaw responsibilities regarding the U.S. territories, freely associated states, international technical engagement, and the oceans, Great Lakes and coasts. Previously, she served ad U.S. Ambassador to the Federated States of Micronesia and in various roles within the U.S. Department of State, including as the Executive Director of the Bureau of Educational and Cultural Affairs and Bureau of International Information Programs; Executive Director of the Bureau of Counterterrorism; Director of Civil Service Human Resource Management and as Deputy Director of Recruitment, Examination and Employment. Other federal government positions included Director of Civil Rights at the Foreign Agricultural Service, and Director of Equal Employment Opportunity at the Federal Maritime Commission. Born in Puerto Rico and raised in the city of Mayaguez, she earned a Bachelor's Degree in Sociology from the University of Puerto Rico, Mayaguez campus, and a Master's Degree in Labor Relations from the Inter-American University of Puerto Rico. She also has a certificate in International Migration Studies from Georgetown University School of Continuing Studies.
