Pietro I di Russia (1672 - 1725) fu detto "il Grande" per gli eccezionali risultati ottenuti durante il suo regno: la Russia feudale e orientaleggiante fu profondamente modernizzata anzitutto sul piano militare e amministrativo e trasformata in una grande potenza in qualche modo aperta all'Europa.
Per conseguirli fu spietato con il suo popolo e condusse ripetute guerre, ma fondò anche Pietroburgo, che divenne la capitale civile e intellettuale aperta alle idee nuove dell'Illuminismo e all'arte europea. L'opera di modernizzazione iniziata da Pietro fu poi portata avanti, nel corso del Settecento, da due regnanti donne: le zarine Elisabetta e Caterina.
