Unexpectedly persuaded by Porter to become CIA Director, Shultz soon realizes he has made a horrible mistake and that Porter is so inept his administration will threaten America's future. Shultz must now decide whether to risk disgrace and probable imprisonment by using the same ruthless tactics he employed to elect Porter to force the President to leave office.
