When The Pentagon Papers were first published it caused a political storm. The report showed how the government had lied about the war in Vietnam, and how they were secretly expanding the war. The government moved to legally block the publishing of the report and charged its author with espionage while government agents also sought to discredit him. A senator attempted to read the report on the Senate floor, and legal manoeuvring was used to bring that to a halt.

Britain was encouraged to participate in the second Gulf War by the publication of an intelligence report that suggested that Saddam Hussein could attack the UK with weapons of mass destruction within 45 minutes. When the WMDs failed to materialise, the original report was questioned, it was suggested in parliament that it had been "sexed up" as a way to scare the UK into war.
