Annie et Lee n'étaient encore que des enfants lorsqu'une violente révolution a renversé leur monde, offrant à tous - y compris aux citoyens de basse naissance - la possibilité d'accéder à l'élite dirigeante des dragonniers. Issue d'une famille pauvre, Annie a perdu toute sa famille dans une exécution par feu de dragon. De son côté, Lee aux origines aristocratiques, a vu tous ses proches assassinés par les révolutionnaires. Tout oppose les deux jeunes orphelins, à commencer par leur passé, pourtant les voilà propulsés parmi les étoiles montantes du nouveau régime.
