In Bayern gibt es über 2.000 eigenständige Kommunalverwaltungen. Teils mit nur einer handvoll Beschäftigten. Auch sie sind verpflichtet, EfA-Dienste und das gesamte OZG umzusetzen. Mal fehlen vor Ort Personalkapazitäten, Wissen oder Infrastruktur. Mal auch alles zusammen.
Mit Felix Appel aus der Geschäftsführung der BayKommun AöR spreche ich darüber, wie das dennoch gelingen soll und welche Lehren für andere Klein- und Kleinstverwaltungen in anderen Bundesländern daraus gezogen werden können.
