Os esforços para conter a covid-19 deram aos governos dos países poderes antes inaceitáveis de promover lockdowns, com a supressão de liberdades individuais consagradas, como o direito de ir e vir. No Brasil, o braço forte do Estado foi o SUS, que se consagrou como um serviço essencial.
Na questão da governabilidade o presidencialismo de coalizão transfigurou-se no Brasil em presidencialismo ora de “colisão”, ora de “cooptação”. Nos dois casos, a governabilidade sofre, seja pelo choque paralisante, seja pela transferência excessiva de poder e de gastos sem critério e controle ao Congresso.
