Toon is an RPG where you play cartoon characters. It was made by storied designers Greg Costikyan and Warren Spector early in their careers because of a discussion they were part of where some folks agreed that an RPG about cartoons couldn’t be made. And maybe they were right?
It's a Player vs. Player RPG where the golden rule is act before you think.
