 Membre du conseil scientifique du musée de la résistance et de la déportation de Besançon, Robert Steegmann, historien spécialiste du système concentrationnaire en est à son deuxième musée. Il avait déjà présidé à la création du Centre européen du résistant sur le site de l'ancien camp de concentration de Natzweiler-Struthof. Il considère qu'à sa création, le musée de Besançon était un musée "parfait". Le défi est d'autant plus grand qu'il ne faudra pas faire moins bien.
