Cabrera Mendoza recibe una entidad que atraviesa una crisis sistémica, con menos personal y menos presupuesto, lo que ha repercutido en que los tiempos para autorización de nuevas entidades de tecnología financiera demoren hasta 1,700 días. Está pendiente la regulación secundaria de varias figuras, en específico las finanzas abiertas (open finance) y los modelos novedosos o sand box.
