Ab März 1931 war Ludwig Kleeberg neben seiner Praxistätigkeit in der Chemotherapeutischen Abteilung des Robert Koch-Instituts tätig. Nach der Machtübernahme der Nationalsozialisten riet Ludwig Kleebergs bereits nach England emigrierter Schwager ihm, ebenfalls das Land zu verlassen. Am 1. April 1933 zog er mit seiner Frau und den beiden Söhnen ins niederländische Hilversum – und kam somit seiner Entlassung am RKI zuvor.
